New images reveal vision for £1 billion Golden Valley development

Residents will get to have a say about plans for a £1 billion innovation district comprising of 1 million sq ft of commercial space and spanning 116 acres in the Golden Valley.

Several public consultation events are due to take place in Cheltenham ahead of a detailed planning submission for the first phase of the Golden Valley Development, with the local community invited to share their views on the plans.

The plans are to develop land near GCHQ in Cheltenham for a £1 billion business, retail and residential scheme.

The first public consultation events took place in 2023, ahead of an outline planning submission.

Developer HBD, part of Henry Boot, is now preparing to submit detailed plans for the first phase of Golden Valley and is holding a second round of consultation events in advance of this milestone.

HBD and Cheltenham Borough Council will be sharing plans for a new Innovation Centre and the Mobility Hub alongside new open spaces and landscaping.

Director and head of region at HBD, Matt Bellshaw, said: 'Golden Valley is a major strategic development for Gloucestershire, and the wider community, so it’s important we’re able to share our vision for the scheme. 

'Following on from our consultation on our outline proposals, we look forward to meeting with the public to discuss our detailed designs for the first phase buildings and hear their thoughts and feedback ahead of detailed planning submission for later this year.'

Councillor Peter Jeffries, cabinet lead for major developments and housing delivery said: ‘We have now reached a huge milestone in the first phase of Golden Valley and the consultation events offer a great opportunity for residents to meet the development team, including the architects, to chat through the proposals in more detail.

'We will have questionnaires to encourage people to share their thoughts about the scheme so that their feedback can feed into the process.'

The vision for Golden Valley spans 116 acres to create an innovation district with 1 million sq ft of commercial space.

The landmark development sits at the heart of the UK’s national cyber strategy, building on Cheltenham’s existing specialist cluster of cyber and the emerging AI, deep tech and future computing and quantum sectors.

It aims to create a vibrant and pioneering garden community with commercial space, new homes and community uses.

The Innovation Centre at the heart of Golden Valley secured £95 million of funding in September 2023 and it is hoped to build further on Gloucestershire’s reputation as a UK centre for cyber and security expertise. 

The public can attend any of three public consultation events:

  • Friday 21 March 2025 from 11.30am to 1.30pm at Cheltenham Library, in Clarence Street, Cheltenham
  • Friday 21 March 2025 from 5.30pm to 7.30pm at Gloucestershire College, Cheltenham Campus, Princess Elizabeth Way, Cheltenham
  • Saturday 22 March 2025 from 10am to 12pm at Gloucestershire College, Cheltenham Campus, Princess Elizabeth Way, Cheltenham
